Board Minutes-Corrected 10/14/04

 

  1. Call to Order at 9:14AM.  Present are Jack Mosby, Joe Westfall, Jack Campbell, Warren Templin, Lindsay Winkler(Homer), Pat Owens,  Paul Sandhofer, Bob Gorman(UAF), Ron Swanson(MSB), Linda Brenner(MSB),  Bob Laurie(Juneau)
  2. Changes to Agenda
    1. New Business J – Display Table at the American Trails Conference in Austin.

 

  1. Reading and Approval of July 13, 2004 Minutes - Jack Campbell – Dan moved, Joe seconded.  Approved.  There were no meetings for August and September.  Board Members James King, Kevin Murphy, and Ron Crenshaw have resigned.  Minutes of October 8, also approved by the Board.

 

  1. Reports from Board and Chairs:
    (What’s happened on your committee since the last board meeting)

                                                               i.      President - Jack Mosby – reported on the Annual Board Meeting in Juneau while some of the board members attended the ARPA Conference. 

                                                              ii.      Treasurer - Joe Westfall – currently  $7,643.71 on account.

                                                            iii.      Secretary - Jack Campbell – Probably won't make Nov. meeting.

                                                            iv.      Funding Committee - Bruce Friend

                                                             v.      Education Committee - Joe Westfall – Need to accomplish  agreement with Stacey on Lester Lightfoot.

                                                            vi.      PR/Media Committee - Pat Owens – Need to get the membership brochure out.  Get brochures from Lisa.  Send list of locations to Pat Owens so she can fill in the holes.

                                                          vii.      Volunteer Recruitment Committee - Jack Mosby – Discussed joining with several in SE.  Bob Gorman indicated an interest in the Board.  Jack to cover in newsletter.  Dan Chaugnon will have a meeting Saturday in Fairbanks in Parks and Rec.  He will bring up Alaska Trails to the representatives present.

  1. New Business

 

    1. Replace Three Founding Board Members - when, how, who? –Lindsay and Bob Gorman have indicated an interest.  Jack requested a resume with their area of interest, i.e., which chair do they want?
    2. Updates on Field Projects - Juneau, others? – James King had a reconstruction project in Juneau.  Lindsay reported that the Homer District has built some boardwalk this summer and has a trail project under reconstruction.  Lindsay to send coordinates to Jack Campbell for possible map.  The Forest Service is reconstructing the Iditarod.  Need volunteers.  Need coordinator.  Allison Rein, USFS in Girdwood is the contact for this.  Bruce Friend sent an email on 9/22 on this subject.  Warren is the contact for Borough Trails.  Warren will be doing a demo project on the Plumley-Maude Trail.  We could get involved.  Bob Gorman said that there would be some village trails in the Kotzebue area that are possibilities. 
    3. Austin Helmer's Trail Dedication, Alaska Trails Award – Austin was awarded lifetime certificate at Oct. 8 meeting.  Joe said that we should have a list of honorary members on the website.
    4. IMBA Trail School Reimbursement – We do not have an agreement on costs with IMBA.  Jack said that $810 was generated from the training.  We need a written agreement on this for future IMBA training..  Joe moved, Pat seconded, to give the amount to IMBA.  Approved by the Board.  Dan Chaugnon volunteered to help Fianance the 2005 training.
    5. Summer 2005 IMBA Trail Care School Application.  Deadline Nov 1.  Joe moved, Pat seconded, to request additional training IMBA in 2005 and spread the training opportunity around the State.  Lindsay offered to coordinate.  The Denali Nordic Ski Club has expressed an interest.  Approved by the Board.

                                                              ii.      (SE with Juneau Trail Mix)

                                                            iii.      (SE with Sitka Trail Works)

                                                            iv.      (Kodiak Island with Borough Parks and Rec. Committee and local Trail clubs)

f.  SE Combined Federal Campaign status – Need to resubmit for next year..  We got SE this year, but not the others.  Jack will need a copy of all corrected minutes for 2004 for the resubmittal. 

g. Newsletter – Jack proposed to create a short newsletter for Alaska Trails maybe 3 or 4 times per year covering events and trail projects.  Joe moved,  Pat seconded, approved by Board

h. State Park Rec. Trail Grant extension – Jack requested a volunteer to prepare the application.  The proposed grant would go for the development and printing of an ATV Safety curriculum.   Outdoor Empire Publishing Co. has an excellent safety course.  All that is needed is to purchase, distribute and train.  Lindsay said that there is a 20 percent match.  Pat suggested a central location.  Joe suggested that we train the trainers and send them out to the local areas.  Bob Gorman will coordinate.  Jack C moved, Pat seconded,  approved by the Board.

i. Trail Crew – Pat suggested that we form our own trail crews in the State of Alaska to assist local groups in the location and construction of trails.  Outside crews are expensive and we should be able to provide instate crews less expensively.  We may need to revise the strategic plan to do this.  Joe said that this is covered in the scope of corporate documents.  This would be a good way to promote the organization.  This would key in with getting a director.  Pat said that she would spearhead getting this started.   SAGA, Trail Mix, and the Sitka Trail Works might be possible contacts on how to get started.  Possible State and Federal funding may be available.  Might also check on the Tanana Chiefs Conference.  Can also check with State Parks. 

j. Display Table – Paul is going to a trail conference.  A table is available for display if the Board wants to participate.  The cost is $200 plus shipping of materials. The 17th Annual National Trail Symposium runs from 10/21-24.  This occurs every other year.  This would be more appropriate for the next symposium as the time is too short to do it justice.  We should consider incorporating other state-wide trail organizations in our presentation.

 

  1. Grapevine News Heard by Board
    1. Good –.  The secretary will create a suspense list for pending items.  Paul said that on the internet the address trailexplorer.org covers trail information that can be listed for free.  Suggested that we examine and use. 
    2. Bad – Pat said that the Crevasse-Moraine Trail might be impacted by a major power line for the new Hospital.  Comments are to be made to the Matsu Borough.  Eagle River Trail – Still up in the air.  COE wants boardwalk for wetlands.  Finances are prohibitive.
